Excerpt: As requested by the IGWG, the FAO Secretariat prepared a summary compilation of issues raised during the second session of the IGWG. No attempt has been made to identify convergences or divergences, or the extent to which an issue was shared by a majority or minority of Members and Observers. The issues are not presented in chronological order. The first part deals with cross-cutting and general issues. The latter part of the document follows the order of the Bureau Draft of the Voluntary Guidelines. Under each heading, similar views have been grouped together and it has been attempted to begin with more general issues and then to list specific points made. The order in which statements are listed under the different titles is not an indication of the extent of agreement regarding any issue. Issues on which very divergent views were expressed are covered in more detail.
